Headbench is Will Morton. I help organisations make good decisions about complex, expensive change, and then help them get it done.

Most of my work has been strategy, program planning and investment cases, followed by the harder part: keeping an eye on delivery.

I have spent the last fifteen years in legal and regulatory organisations. Seven of those with Maurice Blackburn Lawyers, and before that mostly with AHPRA, the regulator for more than 960,000 health practitioners. Earlier on I was at KPMG Consulting, in their technology and strategy teams, working with enterprise clients.

Along the way I have worked with teams building digital publishing, broadband networks, video streaming, geospatial models, GPS platforms, mobile data networks and SaaS. Now AI. I have also started a couple of small businesses of my own, the best education of all.

Program assurance

There is no simple way to tell whether a complex program is really going to work. The HealthBench framework gives that judgment some structure.

Hard – what you control Soft – what you sense

The hard elements – plan, tracking, capacity and capability, outcomes – are important and the anchor.

The soft elements are difficult to measure, rarely appear in a status report, and are the ones that most often cause programs to fail.

I am not there every day. I join from time to time, normally monthly or quarterly, act as the sponsor’s eyes and ears, and give independent and fearless advice. Usually that means asking the awkward questions early, while there is still time to do something about them.
